在美国，工业化学品的安全受1976年颁布的《有毒物品控制法》规范管理；负责执行这一法规的美国联邦政府环境保护署据此管理着８万多种工业化学物品，但由于法规本身的缺陷，环保署30多年一直无法要求化学公司提供实验室数据和安全数据。去年，奥巴马政府提出了改革《有毒物品控制法》的基本原则。最近，美国国会的两项提案支持改革这项法规。
