“欧洲2020”战略是为了促进欧洲实现智慧增长、可持续增长和包容性增长而制订的中长期发展战略。“欧洲2020”战略提出了五项基础发展目标，其中一项就是教育发展目标，在教育发展目标中又包含两个具体指标：一是辍学率降低到10%以下；二是30-34岁人口完成高等教育的比例至少达到40%。
